Education remains a cornerstone of national development, and the Government of Uganda has demonstrated unwavering commitment to ensuring that every child has access to quality secondary education. Through the Ministry of Education’s 2021-2026 Report, significant strides have been made in expanding education opportunities by constructing and equipping new and existing secondary schools under various projects.
This report highlights the achievements and ongoing developments under this running project from 2021 to 2026, with a particular focus on seed schools, construction projects, and the provision of necessary equipment for effective learning.
Bridging the Literacy Gap: The Seed School Initiative
One of the most remarkable undertakings is the construction of Seed Schools across Uganda. These schools have been strategically established in various sub-counties to provide secondary education opportunities to students in underserved areas. The initiative is making tangible progress; with several schools already completed and operational, while others are in advanced stages of construction.

The construction and equipping of new and existing seed schools falls broadly in three key phases. The first phase includes schools that have already been completed; the second and third phases include schools that are currently under construction.

A new wave of Schools under Construction
The Uganda Secondary Expansion Project has facilitated the construction of 116 new secondary schools all over the country. These institutions, spread across the country, are expected to transform education accessibility in rural areas. A total of 116 schools has been completed across all the regions of the country.
Equipping Schools for Quality Education
To ensure these schools function effectively, the government has provided vital resources, including science kits worth UGX 5,415,000,000, science reagents worth UGX 974,358,000 and ICT equipment worth UGX 17,610,150,000
These provisions are critical in fostering a well-rounded and modern education system that prepares students for future opportunities.
Phase 2: Development of Secondary Schools
In addition to new constructions, the government has also completed 26 secondary schools under the Development of Secondary Schools Education Project, Phase 2, at a total sum of UGX 7,207,870,560. These projects, implemented between 2021 and 2023, focused on constructing classrooms, laboratories, teachers’ houses, and sanitation facilities.
A Brighter Future for Uganda’s Education Sector
Within five years of the project’s commencement, the Government of Uganda under the ministry of education has made tremendous progress in expanding access to secondary school education, across the country, especially in undeserved and hard to reach areas. This expansion demonstrates the government’s commitment to expanding literacy initiatives. These undertakings will not only enhance accessibility but also improve the quality of education by providing modern facilities and learning materials.
With 116 new secondary schools currently under construction and even more schools being developed, significant improvements are being made to education infrastructure. These include the addition of new classrooms, dormitories, and latrine blocks as part of Phase 2 of the Development of Secondary Schools Education Project. The government is also ensuring continued access to essential educational resources like science kits, reagents, and ICT equipment. As this project moves forward, it promises to transform Uganda’s education system and create more opportunities for students to access quality secondary school education.
